[DynareDev] Branch for Dynare 4.4 created

Hi, I have finally created the branch for Dynare 4.4. As usual, please apply the following rules: - only bugfixes and documentation improvements are accepted on the 4.4 branch - the workflow is the following: first commit the bugfix or documentation improvement on the master branch; then backport it to the 4.4 branch using the "git cherry-pick -x" command Hopefully we'll make the 4.4.0 release soon. Once we have made various consistency checks on the 4.4.0 branch, I'll create the first release candidate for you to test.
