[DynareDev] How to deal with degenerate models?

Dear all, in the forum the attached model was posted. I features no endogenous dynamics and it totally degenerate. This leads to a crash in set_state_space.m. Considering the goal of getting rid of set_state_space I think we can ignore the issue for 4.3. But when moving those computations to the preprocessor, I would suggest to add checks that prevent such crashes.
