Yes, we are aware of this problem. It is already possible not to install MinGW by unselecting it. But indeed we will probably have to distribute a minimal package if this is not deemed sufficient by institutions with strict policies.

The signature should not be a problem, because it is created on the whole installer, and not on specific binaries within it.
